SubscriptionCostDisabled: Fix Azure Cost Access

Fix this error

Spotto shows SubscriptionCostDisabled when Azure cost visibility is disabled for a customer tenant. The fix usually needs the CSP partner or billing administrator to enable Azure Usage charges for that customer.

If you are not the CSP partner or billing administrator, send this page to the team that manages your Azure CSP relationship.

Enable Azure Usage charges

In the partner tenant:

  1. Open Cost Management + Billing.
  2. Open the partner Billing Account.
  3. Select Customers.
  4. Select the affected customer tenant.
  5. Open Policies.
  6. Set Azure Usage charges to Yes.
  7. Save the change.

Retry the Spotto billing scan

After the policy is enabled:

  1. Wait for the policy change to propagate in Azure.
  2. Confirm Spotto still has the required Azure RBAC access, such as the roles documented in the Azure cloud account setup guide.
  3. Retry the billing scan in Spotto.

If the scan still cannot read cost data, confirm the subscription is covered by the Spotto Azure cloud account and that the Spotto service principal has the expected read permissions.

What this error means

Error code: SubscriptionCostDisabled

Spotto cannot read Azure cost data because cost visibility is not enabled for the customer tenant.

This usually affects Azure subscriptions purchased through a Cloud Solution Provider (CSP). Microsoft requires the CSP partner to enable customer access to Cost Management before subscription users can view usage charges.

Why it happens

For CSP-managed Azure subscriptions, cost data visibility is controlled by a partner policy. When the policy for Azure Usage charges is set to No, Cost Management data is not available to users in the customer tenant.

Spotto also needs the right Azure RBAC access after cost visibility is enabled. Enabling cost visibility makes the data available; RBAC still controls who can read it.

Who can fix it

A partner administrator or billing administrator in the CSP partner tenant must enable cost visibility for the affected customer tenant.

If you are not the CSP partner administrator, send this page to the partner or billing team that manages the Azure relationship.

Important notes

  • This setting can be disabled by default for CSP customer tenants.
  • The change can take time to propagate.
  • RBAC access is still required after enabling cost visibility.
  • If billing data is still missing after the policy change, confirm the subscription is covered by Spotto's Azure cloud account and that the Spotto service principal has the expected read permissions.
